Brief biography

Professor of History and Economic Institutions of the Department of Economics of the University of Cantabria (UC), Spain. Since 2006, he has been director of the COIBA Chair assimilated since 2011 to the Research Group on Human Development and International Cooperation of the UC. Since 2015, he coordinates the Research Group on South-South Cooperation and regional integrations of the Spanish Network for Development Studies (REEDES). He has carried out training and technical assistance activities with universities and the public sector in Mexico, the Dominican Republic, Nicaragua, El Salvador, Colombia, Ecuador, Peru, Bolivia, Argentina, Chile and Morocco for the Spanish Agency for International Development Cooperation (AECID), the Organization of Ibero-American States (OEI), the Ibero-American General Secretariat (SEGIB), the Development Committee of the European Parliament, Europeaid, the EULAC Foundation, the Latin American Institute of Social Research - Friedrich Ebert Foundation, the Mexican Agency for International Cooperation for Development (AMEXCID), GIZ (German Agency for International Cooperation) and ECLAC.
