He started his career at the United Nations in 1995 as fiscal policy expert at ECLAC. Later, he was the macroeconomic analyst for the Latin American and Caribbean region at the UN headquarters in New York, and coordinator of the Millennium Development Goals Task Force analyzing MDG 8.
